I have received my IR-1 visa recently and planning to travel in few weeks! Will my visa be effected or my entry to USA? I have a MBA degree and my spouse(petitioner) also has a bachelors degree from GeorgeMason which clearly shows we do have professional skills and experience and wont be depending on Govt for support! But I wanted to know can my entry have problems like income and all those aspects since my spouse was recently living with me and will be traveling with me to the USA!

Non-issue.  Have a good trip.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Will it only effect the cases that are still pending with NVC

Here is a direct quote from the rule as published in 2019:

"DHS reiterates that this rule does not and cannot alter the process of obtaining immediate relative, family-sponsored, employment-based, diversity, or nonimmigrant visas, as required and permitted by law."

Relax, do not be scared.  The need to convince someone that the co-sponsor's income is sufficient has passed.  You have your visa.  CBP is not going to do the visa interview over again.  All they will do is check the visa in your passport, stamp it with the date of entry, and ask you to confirm your address in the US, enter your information into their computer system and send you on your way.  Good luck and safe travels!
