What is the Normal Expected Montreal IV Unit Email Response Time?

I'm not sure if here or the Consulate Discussion forum is the best place to ask this... but here goes:

 

More than 3 weeks ago we sent an email to the Immigrant Visa Unit of the US Consulate in Montreal (Montreal-IV-DV@state.gov). It was an urgent request for Direct Consular Filing that seems to clearly qualify under Exceptional Circumstances. We received their automatic reply email, so it was confirmed as received, and that it was sent to the correct address.

 

In the auto-reply email, it said:  "Please note: Due to the volume of documents we receive by mail it can take us several business days to review them.  We appreciate your patience."

 

It's now been 16 business days since they received it; my question is to anyone with any experience sending emails to this address: Is this typical?

 

Does it usually take more than 3 weeks for them to first reply? Or is it usually quicker, and thus there may be something wrong? (...and should re-send?).

 

I don't want to send a second duplicate email that might confuse the whole process, if they just actually haven't got to our email yet.

 

Sooooo...... can "several business days" actually mean 3 or 4 weeks (or more) for a first reply from Montreal via email?

 

Thank you to anyone who has received a reply (esp. recently) who can provide information or advice on what to expect.
