They are cracking down on such universities or visa applications where one gets CPT on day 1 or within few months and doesn’t even need to come to the class after one semester. Majority of good universities provide CPT only after one year of attending In-person classes and that too only during summer or winter break and they have to enroll for full time in-class courses during semesters or may provide some limited CPT hours during semesters.
 

Since you asked for the reason:

Your denial was solely because of the university. Yes, some lucky others may have been approved for visa for the same university but any good CO would reject that.

For graduate school, applications generally have to be in between October and December to start the following fall.  I’m guessing you had a spring admit to this place, for which applications presumably had to be in some while back.. Graduate school is not generally a case of you just start whenever you feel like it. Whichever way you look at it, you have plenty of time to research for the next application cycle. Although, seeing as you don’t exactly know why you got denied, it’s hard to say if another application will be successful or not.
