Did you get your NOA1 from TSC?  I don't hear much on TSC.    Most of the IR/CR-1 petitions I hear about go to Nebraska

IOE doesn't necessary mean the case file is at TSC, IOE indicates you filed online "e-filing"

It seems that all of the petition filings are being converted to digital now.    

 

If the address of the service center is Texas then that is for sure where the petition is at.   Like said USCIS does list current processing date info

Same here, we filed through mail and got an IOE # and it says Texas Service Center on the bottom. 

 

I thought it was weird cause some people were saying IOE means you filed online, but I did not. But I did check my account online (the one they sent through mail to access the account online), and they have uploaded my application documents onto my account.

August 8, 2011: NVC received file

September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

It seems recently paper applications or some are being digitized; a friend I helped file his I-130 got IOE receipt in the mail to my surprise. I thought it was strange at the time and quickly realized it's a change that's happening. My gut feeling is they will eventually just cease paper submissions in the near future.
