Contact NVC to confirm if they have your i130 package and if so, tell them you are doing AOS so they send back your package back to USCIS. If , at the AOS interview, they didn’t see your i130 package, they may wait for that before making a decision which will delay the process. If USCIS has your i130, you are all good.

2015-08-17: I-130 approved

2015-09-23: NVC received file

2015-10-05: NVC assigned Case number, Invoice ID & Beneficiary ID

2016-06-30: DS-261 completed, AOS Fee Paid, WL received

2016-07-07: AOS and IV Package mailed

Can I contact them now? We got I-130 approved on Dec 18, 2019.

According to this site that they'd send a letter asking what we wanted to do.

We'd let them know if we wanted to AOS in America.

Can we contact them without said letter?

Also can we share the AOS receipt number with NVC to show we filed for AOS already?

They don’t care about the AOS receipt number, so no point in talking about it.
They may or may not have received your i130 package yet. Call them and provide your i130 receipt number and see if they have it. If they say they don’t call them in a few days and ask again. Only when they create a case number for your i130, you tell them you will be doing AOS
 

It is also possible USCIS already asked for it based on your AOS filing.

Yes it would certainly be better if we do contact them. Thank you for your insight.

 

Can my husband call them himself? Regarding the petition? 

I work in healthcare and admittedly can't really sit thru the waiting time.

They will only talk to the petitioner unfortunately  😔 USCIS that is...

I think at NVC stage beneficiary can call as well...
