OP's partner applied for a Nonimmigrant Visa (NIV). INA 212(d)(3)(A) waiver allows more inadmissibility grounds to be waived for NIV: https://fam.state.gov/FAM/09FAM/09FAM030503.html

The Attorney General shall prescribe conditions, including exaction of such bonds as may be necessary, to control and regulate the admission and return of inadmissible aliens applying for temporary admission under this paragraph.

Sure, maybe it wasn’t clear that was what I meant by “generally for immigration only” (um), but it’s still a good benchmark to use (in terms of the OP noting time since and type of offense).
