Hi,

Im a little bit confuse with this pilot program, i don't know if we part of the pilot program or not.

We filed our application via paper based form and mailed all documents to Chicago lock box,  and the NOA1 came from Potomac.

But our receipt number start with "IOE"  and the status says " It is being processed at our E-Filed Case Processing Section location." We were also given steps to create an online account.

So when our application finally gets approved, will USCIS send it to NVC digitally or via the paper forms?

Im really hoping USCIS send the paper forms to NVC since the digital platform is having technical difficulties.

All I130 petitions are IOE petitions as of around June-July 2019, meaning all the petitions are scanned into the new computer system, and the paper petition likely discarded, so it will be sent electronically

Our CR1 Journey:

USCIS Stage:

  • Feb 14 2019: NOA1 (NSC)
  • July 31 2019: I129f NOA1
  • Sep 19 2019: I129f NOA2 (Denied - 50 days from NOA1)
  • Sep 19 2019: I130 NOA2 (Approved - 217 days from NOA1)

NVC Stage:

  • Sep 27 2019: Sent to Department of State
  • Oct 31 2019: Case number received (34 days since sent)
  • Nov 1 2019: IV & AOS fees received & paid
  • Nov 14 2019: IV & AOS submitted
  • Dec 18 2019: All docs accepted, but one additional doc requested (5 weeks from submission)
  • Dec 18 2019: Requested doc submitted
  • Feb 19 2020: Documentarily Qualified (9 weeks from 2nd submission, 14 weeks from first submission)

Interview Stage:

  • Mar 11 2020: Interview letter received
  • Apr 1 2020: Interview date
  • Mar 17 2020: Interview cancelled due to COVID-19

So far I have found 1 way to get the form to the NVC without having to wait and that’s to get the Embassy to accept an expedite. If the NVC request the file from USCIS they will send it immediately. This isn’t easy and honestly it has been an uphill fight. I’m coming to the end of the NVC phase which is smooth once you get a case number. It has taken me hours of hold times and calls to get the right person to help me. It seems to be the luck of who answers the phone. Good news is that expedited are a bit easier to obtain at the NVC phase then the USCIS phase. What’s hard is that most of the workers in the expedite section of the NVC will say that they need your approved petition before they can request expedite from the embassy. Eventually someone will just say to send your NOA 2. Once they request the expedite then comes the phone call to inquire about the embassy’s answer. That requires a supervisor who is hard to get on the phone and just hope it’s one that’s feeling helpful. If the embassy accepts then they will request a scanned copy of your file from the USCIS. You get a case number shortly after.
