It is hard to say at this time.  Once you priority date is current (should be the date on the NOA1) the case will go to the NVC, processed and then held until an interview date is available.  The last personal contact with a spousal visa for Mexico had about a 380 day wait to interview.  

 

There is always the option to ask for an expedite at the NVC and consulate but a reason like economic hardship or medical would be needed.   Just issing someone isn't enough.  Costs nothing to ask for . . . unless you use an attorney.

 

Aloso your timing might improve if you wife obtains citizenship soon.

They day  the NOA1 was issued.

It would be on the paper copy.  The paper also says which service center buy we already know that is CSC because you are F2A.

 

Most likely July 3rd and typically CSC is about 24 months of processing wait.

That receipt notice shows July 3, 2019. that may be a little after the Priority Date, but usually by a matter of days.

Are you sure it was sent in October 2018? That's the better part of a year difference.

I thought it was roughly in that range as well, but USCIS is showing 11-14.5 months for F2A from CSC now. 🤷‍♂️

Yeah I'm sorta wrong the way I said it.   11 to 14.5 USCIS - then NVC /Consulate running about 12 + months.  And hopefully the Visa Bulletin does not change.

If I sent it in October 2018, in fact I sent the package with evidence of my relationship and they returned it to me because I was missing a paper and the package was accommodated and the last thing I received was that capture

I have already made payments requested by uscis and I have spent 3 thousand dollars spent on payments

The Visa Bulletin is the US Department of States document that shows when a priority date can be processed for categories that have a numerically limited  Visa.  For F2A there is currently no additional delay but there is a possibility that that will increase.  Historically there has been a delay there.    

 

The USCIS filing is $535.You shouldn't have spent $3000

 

If your wife becomes a citizen then the USCIS delay could be less.
