Timeline

Someone knows how long it takes to get accepted in the California office of the I-130, I sent the package on October 16, 2018, I got an answer that the package had arrived on July 20, 2019, they still do not accept me and never huh I went to the USA and I have an American daughter and they still don't accept me. Do you think I receive my green card this year?

An I-130 for a spouse of an LPR is usually taking around 18-24 months.

Neither of those makes a difference for USCIS. Everybody waits in the same general line for the same form in the same category.

 

That said, I do see some significant improvements in the wait for F2A: https://egov.uscis.gov/processing-times/

It is now showing an inquiry date of Nov. 15, 2018. Your case is before that, so you can choose to submit a Case Inquiry online: https://egov.uscis.gov/e-request/displayONPTForm.do?entryPoint=init&sroPageType=onpt

Is it taken into account from the date I sent the papers or the date I received the notification from uscis that they had received my papers?

you know why on the processing dates of the i-130 of california Do you delay or advance the days without any order? In other offices they are already in 2019 and the California office does not pass 2018 For example: today I-130 California date appears: October 5 and yesterday was October 7, 2019

I'm uncertain of the exact date they use, but Priority Date should suffice IMO.

California handles family preference cases - F1, F2A, F2B, F3, and F4. The other service centers handle immediate relative cases (IR/CR cases). Family preference cases usually are not current immediately so they tend to be a lower priority - there's usually no advantage to handling them sooner vs IR cases.

The current situation with F2A being current in the visa bulletin is an outlier, so this is one of those cases were it does matter...although F2A from California is not much slower than Nebraska, which handles the majority of IR cases.

 

The dates will shift fairly often as they process cases. It does not always go forward, although the average does tend to do so.

California maneja casos de preferencia familiar: F1, F2A, F2B, F3 y F4. Los otros centros de servicio manejan casos relativos inmediatos (casos de IR / CR). Once the I-130 is approved, it will be sent to NVC for processing. That process typically takes a couple to few months.

Once your case is complete at NVC you will be put in line for an interview at the consulate. The timeline for that varies from consulate to consulate.

If your profile is correct, then the interview will be at Ciudad Juarez (CDJ). Unfortunately, the wait there is quite extensive right now - I think like 8-10 months or so? I don't follow specific consulate timelines so I suggest checking the regional forum for updates, but I do know CDJ is severely backlogged right now.
