There are a couple of questions on the petition that have to be answered if the beneficiary is in the US at the time it's filed and can otherwise be skipped, but otherwise it doesn't matter (presuming the beneficiary will be back to his or her country of residence in time for the interview).

Petitions are mailed in or done online.  No one has to be in any country.

 

If the beneficiary was in the US and married adjust could be dome rather than consular processing.

I can actually help you on this front. You CAN be in the US while filing the I129f - I actually was for a couple months after for completing my voluntary service over there. We consulted with a lawyer and did research ourselves just to clarify this.

 

Once they start corresponding with you directly, aka P3, you do need to be in your country. Probably even beforehand, since it takes a while to acquire some documents in some countries.
