Is there a way I can petition to bring my sister here without her having to wait in line for 10 to 15 years as it pertains to filing for siblings? Is there any new changes out there that I might not have heard off? Thanks

No. There is no way to avoid the wait. And there are no changes to that category. In fact, if there are any changes that will happen in the future, it will be to remove the sibling petition all together. If you check, most countries in the world don't even have petition siblings* so the US is one of only a few that allow it. And that is why the wait is so long. Because when a country offers something other countries don't, the line gets really really long and people end up waiting many years.

* I think there are less than 20 countries in the world that allow people to apply for siblings to immigrate. I don't know if Ghana even allows it.

There is no real way to expedite unless you have some extraordinary circumstances.

you can’t expedite a priority date. The wait is the wait, period.

If you're in an extreme situation (mostly health or childbirth or something like that) and need someone, you might be able to get a visiting Visa but then you wouldn't be able to do anything else unless she gets married or something of that sort which I'd only recommend if it's legitimate
