Need help about Fee Waiver, Forms and how to process everything for Naturalization

Do I need to make a copy and submit the form I-912 for myself and each of my children? Ages 16 and 17?   My eldest child  is turning 18 on October of this year 2020 if I file the N-400 soon or before she turns 18 does it mean she doesn’t have to take the citizenship test  even if maybe by the time I got scheduled for my interview or citizenship test and she’s already just turned 18? 
What are all the steps and requirements that I need to prepare from fee waiver to naturalization?  Thank you 🙏

They will either derive citizenship from you when you naturalize - if under 18 still - or they will need to file for naturalization on their own - if over 18.

The date that matters is when the parent actually becomes a USC. If you file when they are under 18 but don't naturalize until after they turn 18, then they will need to file separately, once eligible.
