Help with I-129 Criminal History Hangups 3x

Hello very confused how to answer  2c - because on ON Part 3 instructions states "

  1. At least three convictions for crimes relating to a controlled substance or alcohol not arising from a single act. "

I only have 2 dwi and then the 3rd case of possession of alcohol/marrjuanna/etc was dismissed.  Do I answer NO on 2 c ?

 

Confused because the instructions say one thing "convictions" only and then the  form say "arrests or convictions" 

 

So do I say no here and then yes on 4a ?   or say Yes on 2c and NO on 4a ?

I cant cut and paste from the pdf I am looking at of the 129f so I am going to paraphrase a bit-

 

Part3-2c- says 3 or more arrests or convictions (not from a single act) You seem to be saying you have 2 DWI (convictions?) and one drug arrest (no conviction) so that is 3. You would check yes and need to provide ALL the documentation you can whether thats court/police paperwork or statements saying there is no record for them to send you.  Then for 4A the instructions state to only list there things that you HAVENT already listed out if any. So you would not need to check 4a.

Hello Vill, thank you! ok I will do it that way. And BTW I can't believe I missed the AND  part in this phrase for 4a:

So I would not be checking any box anyway because being 'battered etc' had nothing to do with me. Can't belieave I didn't see that. You been helpful, cheers

So I learned from gathering all I  needed is that court dispositions are easier to get and deal with. I got 2 dispositions from courts. 1 of them.. the espunged one... wrote me that no records exists and I have no criminal activity on records, this one also police records do not exist and I have to explain this one as they won't send me anything.   The other 2 dwi police records, 1 record the guy would only send me an email and after begging to send me a letter copy he did, but not 'certified'.  And the other DWI got letter stating files were destroyed in fire or something. 

 

Police stations I see are harder to deal with...

UPDATE.  I Got a RFE - I followed the above advice BUT I think I might have left 4a. blank - meaning not answering yes or no.   Now I did answer 2c YES and in Additional information gave all the information for the 3 Arrests.

 

That said, How do I answer 4a. ??? As in the instructions for i-129f states

 

"Item Number 4.a. Criminal Information. Indicate whether you have ever been arrested, cited, charged, indicted, convicted, fined, or imprisoned for breaking or violating any law or ordinance in any country, for any offenses other than those you have already outlined in the previous section. Unless a traffic incident was alcohol- or drug-related or involved a fine of $500 or more, you do not need to provide information on it."

 

Since was outlined in the previous section do I answer Yes or No to the RFE:
