But with the building having no number, where do I put the name of the restaurant? in the in care of name field? or do i just do the street and barangay and hope thats good enough? theres no more room in the street field to type the name of the restaurant too. help would be much appreciated. thanks.

Nothing gets mailed so fill out the section to the best of your ability.   For mine, I simply put purok patola , national highway, catarman,  liloan,  cebu

YMMV

so would you put the borangay and the province in the province field?

For province I just put cebu.   For city I put liloan,   I abbreviated like crazy to get the rest  to fit in the other lines

YMMV

For the I-129F use what you know; city, barangay, street  .     Nothing is mailed to your fiancee.   For sure don't get stressed on this.

Later at the embassy visa application phase when you register a delivery address I would suggest to choose pick-up at a 2G0 location nearby.  (do verify that the office is still open )
