Did you get a transfer notice (I-797) when they initially transferred your case from TSC to VSC

when they transfer us in late February they didn't send any notice why would they send when they transfer again ? and IOE receipt means electronic systems it means case can be anywhere and they can transfer without sending notices that's what is happening right now

True that. Your case has always been under the jurisdiction of TSC just so you know. That's because if they had send you a formal notice of case transfer (which they did in my case) your jurisdiction would have changed but they didn't send you which means they transferred your case to VSC just to help them out with the administrative procedure and checks and after VSC has done that they send it back to TSC. That actually could mean you will get your NOA2 soon! It's a good sign in my opinion.

My case was transferred from TSC to VSC. I did not get a transfer notice.. My Approval notice came from VSC. To say that they are just helping in administrative procedure is not truly a valid statement, at least in my case. Its USCIS. anything can happen.

Also I filed I129F immediately after filing I130, I sent it to TSC, but got VSC receipt number.

I see. I guess USCIS is unpredictable afterall because there are cases on VJ where people did not receive transfer notices even though their cases were transferred and they got approval from their initial Service Center. Your case is opposite though.

Congrats on getting DQ, but unfortunately you have now hit a major road block that many of us have been dealing with for months.  VERY few of the embassies are doing interviews and have not done interviews since late Feb or so due to COVID-19.  NVC has been cranking out DQs like crazy, which means there are going to be huge lines of people waiting for interviews when the embassies do open up again for immigrant VISA interviews.

Don't mean to rain on your parade, but this is the reality right now.

OMG, thank you for the info! this is really helpful for us to plan our schedule better. My husband is holding a 5 years E2 specialist visa as well so he is travailing between US and Germany every 2 weeks for work.

Yeah there is a huge backlog. But, all other immigrant visas are banned till Dec 31st. So they can work on this backlog pretty quick I think. Let's see.
