I have heard  and read many things that people say about Vermont service center that they transfer cases that had prior marriages and criminal back ground ( not sure if it’s true) 

i also seem people who were divorced and criminal back ground go to different offices.

 

who knows what’s going on with uscis and it’s services departments.

 

i have asked 3 people so far that was transferred to Vermont and no one has any prior marriages.

 

what is this Facebook group that you are on ?

I got my transfer notice today. 

 

Yeah same my wife and I don't have any criminal issues or history. They just transferred to streamline the process. 

 

Approving 16 cases is pretty good. They will get to ours soon.

I searched every where and no luck on more info about the preliminary review completed means,

 

last time it’s said initial review ( that’s when background checks)

preliminary review ( no clue what it means )

What I am thinking is USCIS is always very careful when they put words on letters because people can sue them. Initial review is something happening at the beginning of a main review. Preliminary is preparing for a main review. I am guessing NSC prepared all our cases for the main review at VSC
