You can renew the passport at a consulate office.

There are no Canadian consulate offices in the US...

I think the OP is Malaysian (and strike me if I'm wrong in assuming that), but you're right - Canadians have to renew their passports by mailing their application to Passport Canada in Quebec. However, they are eligible to renew their passports in person at any Canadian office. ^_^
