Wow, that's insane. On the bright side, you know that your documents are safe, and I think they will speed up your process for sure.

 

"Our expedited service commitment is to process your passport application within 20 business days from the date we receive your application at a passport agency or center (or from the date you request expedited service)."

What time do you get the notification from the state department? Is it always in the evening or? I got the received and reviewing notification at 8 pm CST.

No, it doesn't. I received my NC in a big flat rate priority mail envelope with a first-class mail label with no tracking number, and it came from Sterling, VA

 

I found it by luck in the mailroom since it doesn't fit the individual mailbox and can't be folded.

Not even a message from USPS saying "A piece of mail that we do not have an image for is included in today's mail"?

Honestly, I was shocked since I expected notification from my USPS informed delivery too.

Called yesterday to apply for expedited service. can someone clear my doubt on that? I called and he took my credit card, $60.00 and he said my card will be charged only if it is approved for expedited. When should I expect my card to be charged, and why would they not approve it ?

The customer service representative only collects the expedite service payment and then passes on that information to the passport processing center. That center based on their workload would respond to the expedite request.  I did the same as you and they took 2 weeks to respond to the expedite request. A week later I received the passport itself. It could be be early in your case but expect to wait at-least 2 weeks to hear an update.

 

The approval thing is a standard disclaimer. Good luck to you.

I got that, as I do for all pieces larger than a certain envelope size. But mine came in manila envelope not Usps flat rate.
