They are absolutely safe, assuming your computer is windows 7 or above and using a standard PDF viewer such as Adobe, Edge or Chrome.  Digital signatures are used everyday on every website you visit, including this one.  Regardless, there's no real reason to worry even if it wasn't protected (which it is), sending a big packet in the mail with all your personal info is far more unsafe than anything else you could do with it on your PC (other than emailing your info to a Nigerian prince).

Safe, sure.  However, follow the online filing instructions.  If it says print, sign, scan, and upload, that's what you do.  What do the instructions TELL you to do?

It's not the security I'm worried about, but I'm more worried about if they will accept a electronic signature because I don't know if they accept those. I'm not sure if they are old school and want everything signed in ink.

From looking around their website and instructions, there is noting that says I can only do one of the other (signature with pen ink or electronic signature). I'm not sure how old school they are? I don't want to get an RFE because I did an electronic signature.

I didn't ask about what is NOT there.  What ARE the instructions you actually DO see, exactly, verbatim?

It depends, the Form I-130A says I have to sign by ink, but writing a letter about what's included in the documents I'm writing about doesn't. 

 

I've decided to print everything out and sign by ink. The quality is not the best, though 🙂

The quality will be what you make it, but unless the foreign spouse is actually IN the USA, the I-130a does not need to be signed by anybody.  Read...ALL...the instructions.
