Colorado Passport Agency wants additional info and what do you do about damaged mail?

My wife received applied for her first U.S. passport last month. She finally received a letter asking for her foreign birth certificate because "the place of birth on your current passport application is inconsistent with your country of former nationality as provided on your Certificate of Naturalization". Sure, she's lived in more than 1 country before immigrating here. Has anyone received a letter like this? They really shouldn't need that since everything was verified when she applied for citizenship. We called the National Passport Information Center to ask about it and they said that our mail was damaged. They said that it arrived in one of those plastic USPS "We Care" bags. They're non-secure, clear plastic bags. Anyway, if the certificate is damaged or they lost it, is there any way that we can get USPS to pay for the cost of replacing it? Thanks!

Living in more than one country / showing prior citizenship somewhere else is different than what they are asking for...because she can only be born in one country.  The US passport is going to list the place of birth, so they want to make sure it's the correct one.

Department of State and USCIS are two different entities.  It does state in the DS-11 instructions that they may require further evidence to establish the identity of someone.  Send in a copy of the birth certificate showing the place of birth matching what is listed on the application.

Aug 21, 2017 (Day 37) - Interview Appointment Letter received in the mail, appointment for 09/27/17
