For visa interviews, an applicant needs evidence of legal residency in the country, tourist status is not legal residency.  Proof of a physical residency like an apartment lease is not enough, depending on the country it can take a long time, 6 months to a year or more, to get legal residency status.  It gets even more complicated for refugee or asylum status.  Your best best is for him to stick it out in Peru where he has legal resident status as a refugee as his K-1 interview would be delayed if he sought refugee status in another country like Brazil or Paraguay and asked for his file to be transferred there for the interview, after the I-129F petition is approved in a few months.  But if it is really bad, find a country nearby where getting refugee status does not take too long and he can move there and start the paperwork for legal status.  Then when the petition is approved you can ask for the interview in the new country.  Sorry to hear he is having a hard time.  Good luck whatever you decide to do!

From what he has explained, and based on what I have read, many of the countries in SA have come to an agreement regarding Venezuelans. Once he has refugee status in one country I don’t believe that he can apply for refugee status in another. 
 

I don’t know this as fact, it is based off of my best understanding from what he has told me

read it is pretty hard to get and nothing happens without it

You can get your criminal records online, or he has family who have mailed his documents to him previously. Getting his criminal record is the least of our worries.

Then if he gets refugee/asylum status in another country, he will be considered a resident, rather than a tourist.

I need to do some research on this to see if it is possible. He has mentioned to me that he can’t get refugee status in another country due to an agreement they (the countries) have come to regarding Venezuelans. I am not sure how accurate that is though

Is that for all South American countries?  What about Mexico?

I’m not certain, I need to try and research it. 
 

The good news is that we think we have come up with a plan. His residency card for Peru allows him to leave for 6 months. I am having him confirm. I think we have decided he will go to visit with his family for a couple of weeks and we will hope that he has no issue leaving Venezuela. He can’t return long term but hopefully a short visit will not be a problem.
 

I'm hoping a visit with his family will help him get over these hardships he is experiencing. He has not seen them for 4 years.

Actually is very easy! You only have to register in Ministry if justice of venezuela and get in the day you are assigned depending of you last number of cédula after you get in you only have to open a “new solicitation “ or “nueva solicitud” and that’s all you fill all the boxes required and it will be created automatically. After that if you need it with apostilla will take a little longer and is in other web page “ministerio de relaciones exteriores”
