Hi 

   I am filling out the NVC for my dad. In civil document they are asking for polics report from the country he used to be in 17 years ago. He doesnt have the visa, he doesnt go there anymore. How can he provide the police report.

Look for the country on the official Department of state pages here https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country.html

and scroll down to the section on police records 

If it can be gotten from outside the country it will explain how to do it and then he has to get it, if it is not available from outside the country it will be listed under “exceptions”.

None of that is actually relevant to whether or not one is required for immigration. Did you look at the relevant page as per post 2?  Does it say there is an exception for non-residents?
