Can a person holding a B2 visa apply for an H1B working visa?

A company will sponsor the H1B.  You don't apply for one without the sponsorship.

You can interview on a B visa. If you get an offer, your employer will apply on your behalf. If you are picked in the lottery in April, you will start the October after that. Your B visa validity of 6 months maximum will never be enough to see you through the entire process from interview to start date, even if you are selected.

Thanks for that input. What do you suggest we do if the end goal is to work and live in the US?

If you dont have extra ordinary abilities then your only option is through an employer. Might be tough if you dont have an existing relationship with one

Are you eligible for Diversity VIsa Lottery?

You can apply for jobs at employers that sponsor H1B .

You can work for a company that has a US office and do a L Visa.

The two visas are not relevant, different types for different purposes.

Generally if you are looking for a work visa you need an Employer to sponsor one for you.

that depends on what country you are from ? some country passport holders can do E1/E2 visa while others have to rely on H1b/L1/H2b visas  unless you have  grand parents, siblings, parents, children who are US citizens

duh

Find an employer who can sponsor you.

Enter the green card lottery if you are eligible.

Invest enough to get an EB5 green card.

Unless you have a family member able to sponsor you, that’s about it.

None of any of that can be done changing from B2.
