My mother will be going for her interview in Ghana this Feb. What do I do regarding this proclamation on healthcare insurance? They stated it on the confirmation email. Is it working for folks coming from Ghana already? Has someone been denied already? How do I get health insurance for her which practically not feasible because she doesn’t have social security yet? Please help.

SSN is not required for healthcare. There is no law saying so. If a company says they can't insure someone without a SSN ask to speak to a supervisor.

 

Basically, you need to research and get quotes from different healthcare providers and pick the one that best suits your mother.

Agreed. Also:

1) The proclamation is not in effect due to court order: http://travel.state.gov/healthcare

2) The healthcare coverage requirement does not apply for IR-5 (parents).

 

That said, it is wise to have a plan for healthcare for them. The CO can still consider this in the totality of the circumstances, as they regularly did before the proclamation - especially with retirement+ aged parents.
