No, as long as your fiance does not leave the gate areas.   Toronto is a U.S. POE

Thank you! This is why I'm so confused! Someone else on the forum gave me a link, where I found this page https://www.canada.ca/en/immigration-refugees-citizenship/services/visit-canada/transit.html I answered the questions, and looks like he wouldve needed a transit visa, which you have to file for 30 days before. With no time, I just cancelled the existing flight and booked him through EWR POE.

There is no way to skip the Canadian POE, so the traveler must have the proper documents to transit in Canada.  See: Canada.ca/visit

The are not entering Canada if they stay in the gates area .. so no Canadian POE.       

 

Toronto is a  U.S. POE for those traveling to the USA

Toronto is a  U.S. POE for those traveling to the USA

I've travelled through Pearson, and other Canadian airports with CBP presence 100+ times, there is no gate/international zone like you might have in other airports.  Everyone must have the proper documents to enter, or transit.  Online questionnaire I've linked earlier is the best, and official, reference about which documents will be required.
