What to do next after receiving I-797 Notice of Action

Timeline

I filed I-130 form and got approved last Dec. 2 for my mom and this is my noticed I received.(My mom is in Philippines she is not yet in the U.S. yet.) Is anybody received a notice like this? And what did you do next? Coz Iam confused. Help me please...

Hundreds of people every day get a notice like this.  Once it reaches NVC,  they will open a case for you to submit the required documents

But as it stated in the letter that if the beneficiary decided to apply for visa outside the United States I have to file a I-824 form in order for them to forward my approved petition to the NVC. For what I've known and heard other people who has experienced this kind of petition the case should be automatically forwarded to NVC after its approved. Why it stated that I have to file a form? I am very confused.

It stated in the second paragraph that: If the beneficiary decided to apply for an immigrant visa outside the United States based on this petition, you should file form I-824, Application for Action on an Aprroved Application or Petition, to request that we send the petition to the U.S. Department of State National Visa Center (NVC).

Sounds like someone filled out the i130 incorrectly.
