I don't know if that's a good way to indicate a valid phone call, really.

 

Many Americans living in America have accents themselves...my IO was from the West Indies, and had a thick West Indian accent.  Which was kinda cool, since my parents are West-Indian so made me feel a bit more relaxed (my parents have been living in Canada for almost 40 years and never lost their accent).

 

If it was an officer calling, that officer themselves could very well have started out in the US as an immigrant, and held onto their homeland accent.

 

There's no one way to "sound American" is all I'm saying.

We also had a phone call from USCIS from a weird number. They would call but wouldn't leave a message. After the second call I answered and they asked for my husband. Since he was at work, they declined to speak with me and called him. They were calling back to schedule an info pass appointment. 

 

I would suggest being wary, but it isn't unheard of for them to call. The best way to handle it is to not give away personally identifying information until you are sure who you are talking to. But USCIS doesn't want to stick around on the phone long and they will get to the point of their call quickly.
