Quick question, how does packet 3 arrive my email or regular mail? And is it to the USC or beneficiary?

it’s been 9 days since ours arrived at the consulate and we haven’t gotten anything.

The petitioner gets an email from NVC with the new LND number saying the case is off to London.

The beneficiary gets a postal letter from the embassy saying the case has arrived and they can apply for the visa. It has the new LND case number, a photocopy of the approved petition, and a link to the K1 instructions on the embassy website.  Instructions https://uk.usembassy.gov/visas/fiancee-2/applying-for-the-visa/

You don’t need the physical letter for anything. The medical asks to see it because they want to verify the case number. They will also accept the NVC email showing the case number.
