Nope. He eventually got a letter from the NVC and we got a welcome email from the embassy with a link to the instructions in it. I think this email is considered P3, but as long as you have the link to the instructions, you don't need any official letter.

How long it will take to schedule an interview? NVC said in email that they will work with embassy in Dakar to schedule it

I have no idea sorry I was dq since June 2020 and dd not hear anything from NVC yet
