Hi, I’m enrolled in a post graduate diploma in Manitoba which will be done in February 2020. I’m in my last semester (2nd) now and my study permit will expire on 30 April 2020. Can I apply for US tourist visa in this month? Are there any refusal chances?

You can apply for tourist visa. and yes just like everyone else who apply for visa they can refuse or approve your visa.

An expiring study permit is not a reason to refuse a visa.

At the same time, a program for which you are leaving very soon is not a tie. Normally a B visa is issued for up to 10 years (varies by nationality, but 10y is most common).

10/24/18: Green card produced notice, 10/25/18: Formal approval, 10/31/18: Green card received
