Sure you can apply.  Success depends on your ties to your home country.   Some countries are "easier" than others. 

You would have better success applying tourist visa prior to spousal visa.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I am currently schooling in Barbados but I am from Ghana.

Thank you for the reply!I came across a post on the internet saying a person with a pending immigration petition cannot apply for a B1/B2 Visa, also that they are always denied when they do apply.

Technically when you have applied for a spousal visa you have shown immigrant intent.  To qualify for a B2 visa you have to prove you don't have immigrant intent.  So naturally those are opposites.

 

You can apply, but as a student in a third country and a with a pending spousal visa, it is pretty hard.   $160 and an application to find out.

Please I am not awaiting a spousal visa, my petition was filed for by parents(I-130 petition for an alien relative)...))

Sorry for the confusion. The I-130 is used for multiple visa types.   In any case, the B2 visa will be hard to come by.

You have still been petitioned for an immigrant visa which shows immigrant intent. As others have stated you can pay the $160 USD and fill out the application, but it is unlikely as you have immigrant intent. It is possible but you have to show strong ties to your home country. If you are not currently in your home country it is going to be harder to get a tourist visa.

Are your parents citizens or LPRs? How old are you?

I managed to renew an existing B visa with an i130 in progress - it was a long time to go till I could get an immigrant visa, and I had a good job/ties to home to convince them I would only immigrate when my turn came. So it can be done, but as above, it will likely be harder applying as a student in a foreign country. It could partly depend which exact visa category you fall under though.

My dad is a US citizen and mom is a 10 years green card holder.I am 25 years of age and my petition was filed 3 years ago.

 I have about 2 more years of waiting and that is not a problem.

 

I am a medical student in Barbados and want to apply for a B2 visa for educational purposes.Most students in my school have been granted this visa for the same reason I want to apply, but I am somewhat concerned because unlike them, I have a pending immigration petition.
