My MIL and FIL had there interviews on Nov 19 and they got approved but we are still waiting for the passports.

Is there any way anyone know about it?

What does it say in CEAC?   Have they called the consulate?

Since it is Pakistan you can either contact the consulate (use email) or wait and wait.

But is there any reason for delay?  Like the case status doesn't say it's under AM nor its asking us any further documents and there is no quota for parents 

So we don't understand the reason for delay.

It could be any reasons from "the immigrant visa section chef runs off to Cambodia with his mistress so no visas until after the new year" to "We need to do a background check" to "we ran out of the secret ink for the visa printing machine", or no reason at all. The truth is no one knows. The State Department has offered no reason whatsoever. They say "It'll be done when it's done and we will let you know when it's done".

It doesn't have to say "Administrative Processing" for it to be under administrative processing.

quotas are handled by the NVC

Delays often occur as documents, histories and DS260 info is rechecked. Unfortunately in Pakistan documents can be hard to authenticate.
