If it's blue, it is a field you can type in. But sometimes you have to answer something before the appropriate partner field will turn blue.

 

It also could be a browser issue. It worked for me using Microsoft Edge and the older Internet Explorer browsers.

 

Click Apartment and the number box should become a typing field. If you don't click one of the choices first, you can't type in the box. The last thing that you cut off in your pic asks if the mailing address and physical are the same. The physical address is at the top of the next column, but it won't turn blue for typing unless you chose No to the question asking if the mailing address and physical are the same. If you say yes they are the same, then you can't type an alternate physical address.

 

 

On Part lll, choose either  1a Employed or 1b Self-employed  by clicking in the little box. Then the rest of that question will turn blue to show you can fill in the rest of 1a or 1b, depending on which one you ticked. 

 

 

 

Thanks for the response! We filled in the right boxes and still for those sections nothing shows up in blue to write. I chose employed for 1a and the boxes are still white. I guess I will fill it in manually...

I had the same issues. I just filled everything else out, then added it in manually with a pen when i printed it out. You should be fine doing that.
