Upto 90 days is accurate to reach NVC, note the keyword reach, NVC still has 6-8 weeks to get it into their system.

That would be normally true, but since the NVC and USCIS have been digitizing the petitions without being ready to process them there are many people stuck in limbo for months

Yeah my NOA2 said all the usual stuff.  I have seen  maybe 2- 3  people recently make it to the NVC.  Take this with a grain of salt, but from all I've read I think they are sending small batches of petitions to test the system.  There is way too many people waiting around for it to be 100% up and running.  It's possible they are close, but they certainly haven't opened the flood gates yet.

Regarding the status of your Form I-130, Petition for Alien Relative.

Our system shows that your Form I-130, Petition for Alien Relative, was approved on December 05, 2019 . Your approval notice was mailed to the address on file. You may also view and print your approval notice within your USCIS online filing system account.

USCIS has sent the approved petition to the National Visa Center (NVC). The NVC will contact the beneficiary of this petition with further information about immigrant visa processing steps. 
 

 

but I don’t believe them as nothing in the tier 2’s system says it’s been sent. I think they just reworded my NOA2.

So its been a month since your 130 was approved and you haven't gotten an NVC case number yet?  Sounds normal... ?  Id give it some more time... Filing the 129f I don't think will help at all...   When can you contact the NVC - 6 months after USCIS sends it?
