You would save time (and money) in getting your mother back into the US if you file the I-130 immediately.  There is no chance of an SB-1 being approved for her (unless someone makes a serious mistake, which could cause additional problems/headaches for you later) -- the length of time outside the US for a reason that (under US immigration laws/regulations) was her choice and not beyond her control, applying for Australian residency (she is still responsible even if someone did it on her behalf), returning "home" to Nepal instead of the US when able to travel, are all reasons why she would not qualify as a Returning Resident.  

 

There is no indication that the Embassy will be processing Returning Resident visas in January, even after the ban on parental immigration has expired.  There is a huge backlog in all types of immigrant and non-immigrant visas, so the embassy will be prioritising its workload. Returning Resident visas are likely not to be at the top of that priority list. Given that there is no way to know when an SB-1 might be processed, filing the i-130 now may well be much faster than waiting for an SB-1 interview that will result in a denial anyway.
