Waiting time for family-sponsored green card applicants

I realise that the waiting time for family-sponsored immigration applicants (F4 - siblings) is 12 years. The visa bulletin indicates the current priority date (except Mexico, India, Philipplines, and China) for F4 is Feb 2007. I wonder if this date applies to all countries including low demand countries like Japan, Finland.

The current priority date pplies to all countries except those listed that take longer.

The countries you noted are oversubscribed, which is why they take longer. Only those countries listed on the Visa Bulletin have anything different that the "worldwide" priority date for a category.

Just to clarify, there is no “hierarchy” of demand other than the oversubscribed ones, that is, it makes no difference exactly how many emigrants a particular country sends per year except in the cases (India, Philippines, Mexico, at times in the past China which is why it also has its own column) where a different priority date needs to be stipulated to keep those countries below the maximum 7% of category visas they are allowed by law per year. Apart from that, it makes no difference if a country sends 0.01% of visas or 6.9% of visas, it will still be in the “all other countries” category.
