Can I travel to Canada or apply for Canada express entry while I am waiting for approval for a pending I -130 Spousal. (merged)

The Canadian Express entry programme allows one to enter Canada with a permanent residency status via ones qualifications. So yes I am considering that as an option to be closer to my wife in the USA since it’s just 2hrs away. Or would you advise I go through a Canadian students visa ( a Masters programme)?
