Are you the beneficiary or petitioner (I assume beneficiary since they are the one actually interviewing)? If petitioner, I believe there is an area with lockers on the USC section of the consulate. If beneficiary, there are no lockers for use in that section of the consulate.

There is no petitioning or sponsoring of a tourist visa. It simply does not exist.

There are people who will hold your phone for a fee outside the consulate, but personally I would not trust it. When my now-wife and I went, we left them in a hotel room's safe.
