NVC Status - Did They Receive My Packet?

Hi all,

I am working with a lawyer to do the CR-1 process. We filed the DS 260 with the NVC and the packet of supporting documents was sent on the same day, both on 11/21. I have been checking the status, and I'm getting the attached message asking me to submit the packet of required supporting documentation.

Question is: Is this a default status until they get to your case in line (currently processing end of October), or, does it mean they genuinely never received our documents? The lawyer didn't know (which was a surprise for me, obviously) and I'm not sure where else to ask. Has anyone else been through this? Would really appreciate your help so that I can re-send if needed!
