I understand the authority will be the Philippines. 

 

But the city and country it was issued and she received her renewed passport was in Dubai, UAE at the Philippine Consulate. She was a OFW and needed to renew her passport and they issue it on spot. Its like when Filipinos come to San Francisco to the Consulate. Location where it was issued would be in San Francisco, US and YES the AUTHORITY would be Philippines.

 

I'm not trying to give you a hard time.

Can't update passport info without contacting the embassy.    Passport issuance is as stated in the passport, which you noted earlier as PCG, Dubia

we havent scheduled for the interview yet.

For us to schedule one we need to update the info first.

What is listed in the passport ?   UAE   or PCG, Dubia    ?

 

I still think in this situation it should be Philippines ..

So her Philippine Passport was issued in PCG (Philippine Consulate General) Dubai which shows on her Passport

Dubai is in United Arab Emirates. in the box i shared earlier there is no Dubai only United Arab Emirates.

And that is why I stated earlier to put Philippines . it IS a Philippine passport
