I'm not sure of your question but I will take a "stab" at it and see if my answer helps. Each case is different. Some will move faster and some will be slower. 

 

When NVC receives the approved I-129f from USCIS, they check to ensure that it’s been stamped. NVC will occasionally receive a petition from USCIS and it does not have the appropriate approval stamp in the upper left-hand corner. They are also checking to make sure that the three criminal questions have been answered. He noted that there are times when the petitioner will forget to complete those questions and those questions are subsequently missed by the adjudicator.  In both of these instances the case will then be sent back to USCIS. If one of these things occur with a case file recently received from USCSI, NVC would know within the first week of receiving the case.

So my question was, how it comes that later approved cases from USCIS arrive before those who got approved earlier. For instance, if my case is approved on 20th and someone’s case on 25th, how it comes that my case doesn’t arrive first? 
 

If I understood well, NVC informs us when the case arrives, right? And then after that they will do the check ups with stamps etc as you mentioned above and if everything is ok they’ll assign the case number. And that may occur for embassy delivery, which I understand. 
 

I hope that my question makes more sense 😊

I obviously don't know the actual answer.

 

But to me, it's probably the same reason people with later NoA1s get approved faster than people with dates earlier than them. The government just likes to mess with us. 

 

But really, maybe some workers are faster than others, or the mail was delayed or something.

I don’t think that it should be the same reason, because when getting NOA2 you are going through many background checks which can affect the processing. However, the second one makes sense. Maybe just some workers are faster on mailing those approved cases. I was thinking the same, but maybe someone just knows something more 😊

Well I didn't mean the security checks, I meant mostly the government messing with us. I know that process has other things, lol

I would imagine that these things are processed in batches. Your petition might have an earlier date, but it can also end up being the last case in a batch, while someone’s with a later date ends up being the first in a batch, and thus  gets worked on earlier. Plus some cases missing stamps, some people work slower, someone gets sick in the office etc. It’s like waiting in line in a bank, you may enter the bank sooner then another person, but your line just ends up being slower.

Just my 2 cents.

Hi @Greenbaum, I looked through this thread but did not find the P3 for Frankfurt, Germany. Do you happen to have it?

 

We received something from the consulate yesterday, but we are unsure if it actually is P3 or just the confirmation of them receiving the approved petition.

The system was never designed to take first in first out. It was designed to move cases when they are finished at that "stop". We have tried to figure out what, when and where for so long that we just gave up. We have found ways to work around "roadblocks" or to see how things move along with the intent to keep and "eye" out for our files progress. I hope this address's your concern and I am sure it wasn't the answer you were looking for but this has been my experience for the past 6 years.

If you find anything not up to date or the information is wrong, please share your findings. Please compare the date of the P3 of mine with the date from your copy, once you receive yours from your embassy. Keep in mind that I try and be factual with my information, but I can't do it on my own and that's where you come in and can give back to the community those who come behind you. We had reviewed the official websites and documentation you have linked above. We also have the checklist.

Unfortunately, the link to the P3 letter is not working - I believe it was just showing the checklist though (the one you shared on Google Drive, see here: https://de.usembassy.gov/wp-content/uploads/sites/21/Instructions-for-IV-and-K-Visa-Applicants.pdf). That checklist was not in the envelope we received yesterday, but I guess they're trying to save paper somewhere.

 

The envelope only had a two-page letter saying that the Immigrant Visa Unit has received an approved visa petition for me and is now ready to begin the process of my application. It then says "Please read and follow the instructions very carefully" with the link to their website you also shared above. It also shows my case number some personal data like name and DOB. The second page is a form that I am supposed to fill out and send in with my "forms and documents", listing all the places I have resided in for more than 6 months since I am 16 (makes sense for the police certificates etc.).

It also had a copy of the entire approved I-129F form with annotations by USCIS attached (for my records) as well as a pamphlet (in German) that mainly talks about domestic violence and rights of immigrants. That was the entire content of the envelope.

 

So, do you know if this is really the "Packet 3"? That would mean that all the instructions available are the ones online (incl. the checklist).

The P3 is the link you put in your reply and is much newer then the version I have. So you should have everything to proceed. Good luck.

Yeah definitely. Well I’m sure there are more reasons why that happens, but we can’t reach to that 😊
