Hi @Greenbaum do you have the P3 for Ho Chi Minh City, Vietnam? Thank you very much.

Usually you will not receive the P3 letter in the mail. Do an online service request. They will respond typically in 2 -3 days with the instruction (P3). You will need to submit D-160 and pay the visa fee, then schedule the medical afterward. Technically, you will need the P3 to complete the medical exam, although some have gotten by with just the interview confirmation. I wouldn't risk it and would just request that they email it to you via: https://vn.usembassy...a-inquiry-form/  When using the form be sure to add in the comments section the last 4 digits of your SSN or they will email you back asking for it which causes further delays.

Here is some information including the Embassy P3 for you to get a head start

I found this answer on VJ forum

"I checked Intend, and on page 8 of 8, where it says 3.a. I put "N/A (K-1 VISA PROCESS FOR PERMANENT RESIDENCE). FIANCEE WILL BE LIVING AT PETITIONER'S ADDRESS AND WILL BE SUPPORTED FINANCIALLY FOR LIFE IN THE UNITED STATES AFTER P.O.E. UPON K-1 VISA APPROVAL."

Leave the yes/no boxes "unchecked" and your explanation is submitted in Part 7 on page 8 of the new form.  This form is designed for other types of visa's where this question is pertinent.

You will do this:

3.a. "Page 4"

3.b. "Part Number 3"

3.c. "Item Number 38"

3.d. "N/A (K1 Visa Process For Permanent Residence)"

We received our letter with NVC case number dated 26Dec 2019 and have yet to receive the invoice ID to start logging into our case and filling up DS260 (I also note that everyone is talking about DS160 but I read it should be DS260 on the embassy website and travel.state.gov) so we are confused.. tried calling NVC today and on hold for 1h30m now..

The K-1 is a different kind of visa then others. Where others follow a straight line to visa approval as a immigrant the K-1 is a immigrant case through to the embassy but when the visa is issued it becomes a non-immigrant with immigration intent.

So you will see instructions throughout this process that refer K-1's to do immigrant process's but you should ignore and do the non-immigrant K-1 process.

So, the DS-260 is for immigrant (CR-1) and DS-160 is for non-immigrant (K-1). You would complete the DS-160.

To get the invoice ID call NVC and ask for it.

Can beneficiary make a call to NVC, or it should be only the petitioner?

Sometimes you will get push back but hang up and call back for another agent. Be sure to have the petitioner's full name, DOB and WAC#. They'll ask for yours also.

Does the case status take a while to update on CEAC sometimes? After doing the DHL trick, it looks like my case arrived at the Montreal embassy in Canada on Feb 6th, but it is still listed as "in transit."

It's still "in transit" mode because the embassy hasn't "received it" and tripped the switch to "ready" condition. Need more time.
