And I saw that after Visa application we also have send documents to NVC, do it send them by scanning documents and email it to them or just mail it to the provided address?

Those instructions are for non K-1 applicants. So, ignore those instructions.

hello, I am the petitioner for k1
we got noa2 on December 23, 2019,
I called nvc and got the case number and invoice id number.
yesterday , February 1st, 2020, we submitted ds160.
 

Now, I don't know what p3 is , but Greenbaum tells me to ask for it for kiev US embassy. @Greenbaum

did I just chose the "Agent" by sumitting ds160?

The 261 is for married couple. Ignore this. Just complete the DS-160.

I answered that question for you with a link to the P3 for Ukraine. Look back through the reply's then open the link up and read. If you have questions come back and ask. Your only lost because you are not reading or following the answers to your question. Reading the P3 will give you everything you will need to do to secure your visa from the embassy.
