A friend just asked me this but I couldn't find a better way to explain.

 

Why's the processing times for I-130 for Vermont and Nebraska for let's say U.S. citizen filing for a married son or daughter over 21 different? Nebraska says 2 years while Vermont says 10 years

 

I know, typically, depending on country of birth, this process should take years and not months. 

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

Remember that an approval of a petition is NOT equal to a visa. If the visa category is numerically limited, then the approved petition will sit at the NVC until the PD comes closer to being current.

 

So if someone's PD is 5 years away for example, it wouldn't matter if the petition was approved in 24 hours or 3 years. They are still going to have to wait for the PD to become current

Can well be advantageous for the processing to be delayed, but as long as it gets done by the priority date becoming current..

Another question - he and his cousin are doing the same process I-130. His cousin is in Arizona while he's in Texas. So he's asking why his application was sent to backlogged Nebraska while his cousin's was sent to Texas.
