Father was denied his B2 renewal under 214B. Can he still travel to the US under his current valid visa?

As the title says, my dad was just denied the visa renewal. We are from Venezuela, he went to Dominican Republic to get the appointment. Only reason he was seeking renewal was to attend my wedding. Will he be allowed to enter if he travels under his current valid visa? What are the chances he gets approved if he reapplies?

I’m not an expert on this visa things. But I met several Venezuelans in Bogotá trying to renew their b2 visas and they all got their renewal denied, 2 of them reapplied right away and they were not only denied but also got their previous visa revoked. Not saying your dad shouldn’t,but to let you know it’s something that could happen.  I’m also from Venezuela btw

There seems to be different opinions when I searched for this.  If the CO did not specifically cancel the existing B2, it would seem to still be valid, but who knows what will happen at CBP when someone in this situation attempts to enter the US.

Timeline

Normally the existing visa would be cancelled without prejudice, however I have seen situations mentioned where this did not happen.

Sorry to say thIs, but whether the current visa is physically marked as cancelled or not, the denial for a visa of the same type (i.e., a B1/B2) means the consular officer determined a person no longer qualifies to have that type of visa.  It, basically, communucates that the existing visa shouId be considered no longer valid, even if not marked.  The immigration official at the port of entry will see the record of the visa denial and likely deny entry -- unless he/she isn't paying attention.  If losing the cost of the plane ticket doesn't matter, he can try -- but, being turned around at the port of entry may make it more difficult to get a new non-immigrant visa approved in the future.
