I am not sure I understand your question so I am trying to understand the point, but I am having difficult time.  Say you have a person married for less than two years to a citizen of this country.  He / she will be getting what we call "a conditional GC for 2 years".  Within the period of 90 days before it expires, the person has to apply to remove conditions... Thus, show evidence that the marriage is still working out and that they continue to live here with their spouse (there are exceptions if divorce happens).  The person will have to apply to the appropriate address located in the instructions of form I-751 and use that form specifically to apply. The person would send the application by mail to the appropriate address, and the application with the evidence and file will be re-distributed to a regional office covering multiple states (for example it could be in Nebraska depending on where you live). There are a few places in the country that manage this form. Once your turn comes up (and addition to many other factors that we may or may not know), the person's application gets reviewed and the decision is made on further steps. For example, the officer could request more evidence, approve the application without an interview, transfer the file to a more closer office for an interview, or possibly deny the application. But, if approved, your new 10-year card should work in all 50 states. I hope the answer/information you are looking for is in the above explanation.

It depends on where you had the conditional GC interview originally. But, yes, if you are selected for an interview, they will usually send the file to a closer location to you in order to be able to conduct the interview.  For example, if you are located in Chicago, they will be able to send it from Nebraska to downtown Chicago for the GC ROC interview. But if you live in the middle of nowhere, they will probably be able to send it to the closest major city where they have an office that usually conducts these interviews.  Now, is the office going to be the same office as the one where you had your adjustment of status interview... I don't know and I think it depends on the office.  So, it does not have to be the same office.

The USCIS has a large number of Local Field Offices (LFO). I could illustrate the number and location of the ones in your state, but your timeline is vacant, :time:. I think that I, and others, misunderstood your actual question, and no one knows where you read about it.  To be certain, it appears that you were asking for the direct filing addresses for ROC petitions and evidence? I say that based upon your incorrect follow-up response. 

 

All ROC cases are not initially mailed to Phoenix, AZ. If you take a look at the attached USCIS link, all ROC completed petitions and evidence cases are to be sent  to one of two USCIS offices, Phoenix, AZ or Dallas, TX, dependent on your location in the US: https://www.uscis.gov/i-751-direct-filing-addresses

 

This information was found through the use of a simple, easy Google search, using the search terms, "Form I-751 filing addresses."  Google can also be your friend. :yes:
