Hello guys, just want to ask what is the WITHIN 90 days means on filing I-751? Is it file 90days before the expiration date of the green card? Or within that 90days you have to file?

You can start filing 90 days before you card expires. So between the start of the 90 days til the day the card expires. It is recommended to get it filed as soon as possible.

you file between this date (in the link which is 90 days before) and April 26

On the filing calculator the earliest accepted filing date is 01/27/2020.so after this date i can still file for I-751 within that 90days before the card expires?

Yes you have to file between 01/27/2020 - 04/26/2020.

01/27/2020 is 90 days before your Green card expires on the 04/26/2020

You just answered your own question. WITHIN, not before.
