Unless you're physically in the UAE, you don't have to get a PC. The only exception is if you've had a criminal or police record and are required to get a PC. Otherwise, it's waived.

I learned the hard way, I hope YOU don't have to. Advice: learn, learn, learn.

If you are in Dubai working then yes you'll need won but local PC maybe different then national. Check your P3 letter instructions. If you are in another country and you once worked in Dubai you are not required to get a PC because you have to be in country to acquire one. The interviewing CO at USEM knows this. There are thousands Filipino's with a history of this same situation. Nothing to be concerned about.

There are a lot of great people over in the PI sub-forum here on VJ that can answer these kinds of questions that sometimes are specific to the embassy.

You can not acquire the police clearance for Dubai unless physically present.

Here is a link to the visa application process in Manila.  https://www.visaconnection-philippines.com/us-embassy-usem.html      There is a link for reciprocity (how to acquire a PC from a foreign country) in the bottom drop down menu

You should ask your questions regarding the visa process in the Philippines here:  https://www.visajourney.com/forums/forum/129-philippines/
