Do you have any other proof of this divorce?  Rupee paper?  Newspaper notification?  Witnesses?  Court Papers?

Regardless of the answer to this question, you will need to obtain a divorce certificate from the union council, but it will need to have the dates of that divorce back in the 1980s.  It will also need to have the mandatory 90 day gap between date of notification and date of effectiveness of divorce.  These documents simply help during this process.

Given that this happened in the 1980s, you will most likely need the Urdu Divorce Certificate (the department of state website specifically says that the Urdu certificate should be provided for older divorces).
