There is no way to submit documents with the DS-160. No documents are provided for a tourist visa.

My father in law sent his income and proof of residency and job when he sent his application to come to see us

Also the fact that my husband has a car and his name is on the lease that shows he has been living here for a year and a half.

Sorry to burst your bubble, but your husband having a car in his name or applying for Honduran residency, etc. does not verify your intent to return to your home country of Honduras. He is a United States citizen until he gives up that citizenship. The onus is on you to prove that you will return home. Enough money in the bank to last "a while" also does not show proof. That same money can be wired to the USA. Being a student also does not help because even applicants with full time employment get denied a tourist visa.

The officer possibly looked at your situation like this: You are married to a US citizen (seemingly you ARE married and it is not cohabitation). While he may be living with you in Honduras, he has the freedom to fly back to the US. Should they grant you a tourist visa to come to the US, he can easily accompany you on this trip and you may never return to Honduras but, instead, stay in America and file to Adjust Status. Many have done so and immigration laws are being revised on a daily basis so the officer did what she thought to be the best decision at the time.

A CR-1 visa may be the best option but not so soon after getting denied. Best to wait some time before applying for that.

Best of luck to you and your spouse

I have never heard of any embassy doing this for B1/B2 visa 🤷‍♀️

I have known that all documents are brought with the applicant to the interview. Did you father have different instructions by the embassy on providing proof/documents?

How long ago? Was it mailed in? I am asking essentially if this was before online applications for B1/B2.

I was around before online applications and don’t recall ever mailing anything in with the form. Did bring stuff to the interview though.

Indeed, one normally brought any material to the interview. However, the format of the online DS-160 now makes it physically impossible to submit it with the application.

I can’t recall whether I just never decided to mail anything in, or whether the instructions stated not to, though.  But yes, you can’t attach anything to the electronic DS160 submission.

Thank you so much

They want to "force" you to immigrate to the US it seems like.  I know couples that live overseas and don't want to live in the US but just want to visit.  It takes a lot to overcome and prove that you only want to visit.  The couples that I have seen have the most success are couples that are in a common law marriage overseas that find a way to get the tourist visa so they can make visits.  Or people that may have gotten a tourist visa before meeting their american spouse overseas.

Seems like the third country approach or having your inlaws visit Honduras would be best.
